I don't know what kind of offer Lynch has on the table, so I can't judge is Deebo is being "smart" or not exactly. But I will say holding out for a big deal or a possible trade into a big deal is the smart play. He's on a contract year and even in a best-case scenario where he stays healthy and repeats his production, he's likely looking at the Franchise Tag. Maybe even two. And that's not to mention the downside of possibly playing on a contract/FT year.
He has a lot to gain and little to lose by playing hardball and seeing if the 9ers can offer him that big deal or trade him to it. If he doesn't do it this year he'll have to face this same choice again next year. Maybe something comes of it, maybe not. I think the MOST likely scenario is the classic middle ground, say a 3 year $60M deal.
Here's the thing: By saying he's not playing the "wideback" role anymore, it's basically a guarantee that he won't repeat his production. Deebo quite literally has more rushing TDs than he does receiving TDs. Any team trading for him is paying a high premium in terms of picks and money for the hope that he's a better receiver than he has been over the course of his career. He's not a bad receiver. But it's the value he added as a running back that made him special.
The guy wants to get paid for the special thing he did while not doing it anymore and wants to leave the team that would've likely paid him well to keep doing it.

DirecTV has had held the rights to the NFL’s Sunday Ticket package since it first launched in 1994, but that is set to change after next season. Sunday Ticket is expected to land with a streaming service in 2023, and a favorite has emerged.
According to Matthew Belloni of PUCK.news, the NFL may already have a deal in place with Apple for Sunday Ticket. Belloni described the Sunday Ticket package as being “Apple’s to lose” and said one source told him a deal is in place but that Apple wants to keep it quiet for now.
DirecTV’s most recent deal with the NFL was renewed in 2014. The satellite provider pays $1.5 billion annually for the package. The new price is expected to be in the $2.5 billion range.
The NFL is clearly committed to partnering with streaming services, as evidenced by Amazon becoming the exclusive provider of “Thursday Night Football” beginning next season. Many fans are unhappy with the changes, as they will come with added costs and inconvenience for those who still use cable and satellite providers.
Speaking as someone who as proudly never given Apple a nickel, why?
If Apple is awarded NFL Ticket games I will likely be done watching the NFL. Apple is not a company I will support. It would be far better for a company like Netflix to be awarded the package. Even better would be the NFL figuring out how to do it themselves. I would hate to see a hardware motivated company given the package so it could be used as a weapon to get people to buy their hardware and force people to live in their eco system.

I don't read a ton into a stat like that for a guy like Suh in our scheme. But his play has steadily declined, no matter how you want to quantify it. It's tough to ignore if you re-watch the season and key on him.
