I saw Russell play in college, being a SEC fan, and distinctly remember thinking scouts were falling in love with his arm strength and ignoring everything else. I agree that to some degree it's unpredictable; but then there are teams like the Chiefs that seem to hit on great players every year, which makes it seem like more likely scouting is just like anything else: there are those who are really good at their jobs, and then there are the rest.
