Per rumor, Michigan did steal signals, and we will see how that plays out. It would explain Michigan's run of success since the signal-stealer joined the program.
That said, at this point, if you have Michigan or any other team on your schedule and haven't changed your signals around, I'd almost say you deserve to have them stolen. I'm a high school coach for fucks sake (albeit against good competition), and we have multiple systems for signal changing in game if we think they've got a handle on our stuff.

If the QB is NFL caliber I’d think they’d want to have a more balanced attack. They’re running on 3rd and long.
I get it. Doesn’t look like Penn State can move the ball, but it’s still a one score game.
Just find it odd. It’s an adjustment I guess. They were pressuring him immediately early in the game.
