I wouldn't expect Scotty back anytime before the bye. Foot injuries take time, especially for players like Miller whose game is based on speed.

The three weeks is just the minimum time he had to be on IR. So he couldn’t have possibly come back earlier than week 7. Now he’s eligible to come off IR whenever he is ready. But there is no indication whatsoever that he is close to being close to coming back.
