Technically speaking they went into that Browns game fully healthy. But the Browns are a tough team and Deebo, CMC, and Trent Williams got hurt.

I think a healthy Ravens team is the best this year. Problem is they are never healthy. But all things being equal amongst the 3 teams, QB is where Baltimore has the clear obvious advantage.
