La'el Collins originally signed with the Cowboys in 2015 as an undrafted rookie with first-round talent. He dropped all the way out of the draft because he was accused of a crime that if I remember correctly was dismissed. Jalen Carter could find himself in the same boat.

Collins doesn't play for the Cowboys. He's with the Bengals now, signed a 3 year deal last year. Yes, it was immature and dangerous, but the only thing that matters is if you believe this is a one off, learn from tragedy event, or likely a repeat offense due to character. Unless you have serious concerns it's the latter, then I don't think it changes things much.
We talk about high character and all that, and there is some merit to it, but most teams know and are prepared to deal with some immaturity and character issues that are commonly found in young, immature adults made recently rich. You balance that against what they bring to the field.
You think we didn't know about ABs issues? We sure as hell did. But we weight the risks of it vs the on field rewards and made a business decision that paid off handsomely.

Could the charges against Jalen Carter be upgraded to include Vehicular Manslaughter for street racing that resulted in 2 deaths?

I think you would be hard pressed to say the sober guy in the other car that wasn't involved in the accident is the "cause" for why a drunk street racer killed two people.
Some prosecutors may try it, but it would literally be just because it's Carter and a possible high-exposure case.
